The exact age of the lapse matters because the published penalty schedule changes over time and a record in enforcement may require agency handling beyond a routine online renewal.

Keep the charitable solicitation BBL separate from a DC corporation filing, tax registration, Clean Hands certificate, Certificate of Occupancy or Home Occupation Permit, and federal exemption. Those records can block or inform the license transaction, but none is interchangeable with the BBL. Save a dated status screenshot and any DLCP notice before changing the record so the organization can explain the starting point.

DLCP publishes a $75 first penalty for a BBL that is one through 30 days past expiration. At 31 days through six months, it lists an additional $75. At six months and one day through nine months, it lists an additional $200. After nine months, the status advances to Expired - Enforcement and may be investigated by the Consumer Protection Unit, with possible additional fines for unlicensed activity.

Treat that schedule as a diagnostic, not a self-issued invoice. Pull the total from the current BOSS transaction or a DLCP record-specific response because the account can include other charges or conditions. Also separate license penalties from the $99 two-year or $198 four-year charitable solicitation license fee and the published general fund fee. Preserve the system calculation with the filing evidence.

The Charitable Services Business page lists the worksheet, corporate registration when applicable, IRS determination letter, FR-164 or tax-exemption evidence, and Clean Hands as core requirements. The DC business checklist also ties the activity to appropriate premises documentation. Reconcile the legal name and address across those records before opening a cure transaction; a mismatch can create a deficiency even when each item exists separately.

Clean Hands is more than a saved PDF. DC agencies reverify the record, and the mandate addresses District debt over the stated threshold and missing required District returns. Confirm the live result near submission. If the organization moved, changed its legal name, or no longer conducts the activity, use the applicable update or cancellation path rather than forcing inaccurate facts into a renewal.

DLCP says eligible BBLs can be renewed online through BOSS. The renewal overview instructs an existing licensee to sign in, open Licenses, add the existing license when necessary, and follow the prompts. Use the exact license number and account email, then review the category, term, addresses, responsible parties, prerequisite attestations, fees, and uploaded records before payment.

If the system does not offer renewal or the record is already in enforcement, do not create a second initial application solely to bypass the status. Save the screen and use the DLCP contact path for the existing record. A duplicate license can fragment the public history and does not prove the original lapse was cured. Keep the activity paused or controlled according to record-specific guidance while the agency reviews the cure.

Save the pre-filing status, completed answers, attachments, payment receipt, penalty calculation, confirmation, and every deficiency response. After DLCP issues the license, save the license document and recheck the public or account record for the correct category, legal name, term, expiration, and status. The post-August 1, 2025 format runs through the last day of the applicable month two or four years later.

Calendar the next renewal window 90 days before expiration and the published reminder points at 90, 60, 30, and seven days. Assign the Clean Hands, tax, corporation, premises, and worksheet evidence to named owners before the window opens.
