North Carolina charitable solicitation licenses renew on a fiscal-year schedule. A reliable filing reconciles the CSL 101 application to current organization and financial records, documents the correct extension path, calculates the contribution-based license fee, supplies the notarized certification, and tracks the Secretary of State record through approval.

Calculate the state deadline before building the packet

G.S. 131F-5 requires annual renewal information by the fifteenth day of the fifth calendar month after the fiscal year closes, or by an applicable extended federal information-return date, whichever is later. A calendar-year organization therefore starts with May 15. Save the current license, public registry result, fiscal year end, last accepted application, renewal notice, and any extension evidence in one deadline workpaper.

Do not use the professional solicitor’s March 31 date for a charitable organization. North Carolina licenses several participant types under the same program, but their renewal clocks and forms differ. Also keep the charitable solicitation license separate from the organization’s corporate good standing and federal return. A Form 990 acceptance or active corporation record does not by itself renew the CSL license.

Use the extension route that the record can actually prove

The Secretary of State FAQ says a charitable organization in current standing receives a 60-day extension without a separate request. For an organization relying on an IRS automatic extension, G.S. 131F-5 requires notice to the Department with a copy of the federal extension application within seven days after filing it. The state FAQ describes a longer extension path when the organization asks before the automatic two-month period expires and supplies its filed Form 8868 or federal confirmation.

North Carolina may also grant up to another 60 days beyond an applicable federal extension. These are timed state processes, not a retroactive grace period. Record the ordinary date, the 60-day state period, the federal extension date, when state notice was sent, and any written CSL response. If the evidence does not support a longer date, use the public expiration date and confirm the operative deadline with CSL before representing the filing as timely.

Reconcile CSL 101 and every required attachment

The current Solicitation License Application is used for both initial and renewal filings. A renewal identifies the existing license number and updates the legal name, addresses, contact information, fiscal year, charitable and solicitation purposes, program activities, other names, authorized states, officers and directors, people responsible for solicitation and contribution custody, fundraising relationships, compensation, and regulatory history.

The packet requires financial information for the immediately preceding fiscal year through a signed Form 990 or 990-EZ with Schedule A, an audited statement, or the North Carolina Annual Financial Report. The form says 990-N is not accepted for licensure. A non-North Carolina corporation also supplies current existence evidence using the form’s six-month certificate option or a dated public-registry screenshot meeting its detailed conditions. Fundraising contracts trigger the North Carolina Fundraising Disclosure Form. Finish with the signed, notarized certification; online filing still requires the notarization page to be uploaded.

Calculate the license fee and late charge separately

G.S. 131F-8 sets the ordinary annual license fee at $50 when prior-year contributions are below $100,000, $100 from $100,000 through below $200,000, and $200 at $200,000 or more. A licensed charitable organization or sponsor receiving less than $5,000 in the last calendar or fiscal year pays no license fee. Parent organizations filing consolidated renewals use a different statutory schedule.

The current CSL 101 form calculates a $25 monthly late fee beginning after the applicable two-month or six-month extension expires. The statute authorizes up to $25 for each month or part of a month after the due date or granted extension. Keep the license fee and the accumulated late fee as separate line items, and do not assume that a single $25 payment resolves a multi-month lapse. An organization that may qualify for the separate low-contribution exemption under G.S. 131F-3 should use the exemption request and supporting evidence rather than silently omitting the license application.

File through one channel and preserve state acceptance

North Carolina accepts charity applications online or by mail. The online route requires an account, PDF attachments, a printed and notarized signature form, and card or ACH payment. The paper route requires the complete packet, notarized signatures, attachments, and fee. Use one controlled file set so the legal name, fiscal period, officer roster, contribution total, and fundraising relationships agree across the application and attachments.

Save the exact submission package, payment evidence, electronic or delivery confirmation, deficiency correspondence, and final license. Then recheck the official registry for the legal entity, license status, and new expiration date. A portal receipt or mailed package is evidence of submission, not proof that every requirement was accepted. Assign the next deadline to a named owner and start document collection before the Form 990 becomes the critical path.
