That condition matters: an organization with missing prior reports should not assume that the extension protects the current filing. Check the portal record early and resolve prior-year gaps before relying on the extended date.
Build one portal-ready Form PC evidence packet
Confirm the AG Number, portal users, fiscal period, federal-return status, solicitation activity, related organizations, fundraising relationships, gross support and revenue, accountant’s report requirement, signers, and fee band before starting. Assemble final PDFs with stable names and reconcile Form PC figures to the federal return and financial statements before anyone signs.
The official Form PC instructions identify solicitation schedules, related-organization disclosures, and the applicable federal return or probate account among the possible attachments. The old paper instructions are useful for document planning, but the Charity Portal is now the required filing channel and its current questions control. If a federal filing profile, annual exemption, or special entity type does not fit the ordinary workflow, follow the live portal prompts and Division guidance rather than forcing an attachment assumption.
Apply the current CPA review and audit thresholds carefully
Massachusetts changed the statutory thresholds effective November 20, 2024. The Charity Portal notice states that a CPA review report threshold is now more than $500,000 and the audit threshold is more than $1,000,000 in gross support and revenue. The Attorney General FAQ describes the middle band as at least $500,000 but less than $1,000,000 and the audit band as $1,000,000 or more. Because the public wording is not perfectly uniform at the exact boundaries, confirm the portal result when the organization is at $500,000 or $1,000,000.
Below the review threshold, Form PC and all other required attachments still apply. In the middle band, plan for an independent CPA review or audit; above the audit threshold, plan for audited financial statements. Engage the accountant early enough to finish the report, reconcile it to the federal return and Form PC, and route the final version rather than a draft.
Calculate the statutory fee from gross support and revenue
The current published schedule is $35 when gross support and revenue is not more than $100,000; $70 when it is more than $100,000 through $250,000; $125 when it is more than $250,000 through $500,000; $250 when it is more than $500,000 through $1 million; $500 when it is more than $1 million through $10 million; $1,000 when it is more than $10 million through $100 million; and $2,000 when it is more than $100 million.
Preserve the calculation and the amount displayed by the portal. Treat payment as part of filing completion, not as a later accounting task. Identify the authorized payment owner and method before signatures are routed so the filing does not stall after approval.
Track signatures, payment, submission, and public posting separately
Create individual portal access for the preparer, required signers, and payment owner as appropriate. Monitor the filing through the current portal handoffs: data entry and uploads, signature approval, payment availability, payment confirmation, official submission, agency correspondence, and eventual public posting. An approved signature or a payment prompt is not final completion.
Save the submitted Form PC, every attachment, the CPA report when required, signature evidence, payment receipt, portal confirmation, and later public filing result.
