Use the certificate date, not an improvised extension calendar
Pennsylvania's BCO-10 instructions say renewal must be refiled no later than the 15th day of the 11th month after fiscal year end. The Bureau now automatically grants the maximum extension when registration is approved, so a separate extension request is not needed for a charitable-organization BCO-10. The approved certificate shows the expiration date with that automatic extension, and the Bureau identifies that date as the next renewal deadline.

Save the certificate, expiration/automatic-extension date, certificate number, fiscal year, and organization contact email.
Before filing
Tie BCO-10 to the immediate preceding fiscal year, the correct federal return, national contributions, and required financial statements.

Choose the fee and financial statements from national contributions
Pennsylvania bases the BCO-10 fee and financial-statement level on gross annual contributions from all sources, not only contributions from Pennsylvania. Use the current instructions and the immediate preceding fiscal year; do not substitute total revenue without following the form's contribution calculation.

The instructions also list a $15 fee and no financial statements for specified Section 162.7(a) organizations. Confirm whether that classification actually applies before using it.
Assemble the BCO-10 renewal package
- Use the fiscal year that matches the most recently filed Form 990, 990-EZ, 990-PF, 990-N, or group return.
- Complete and sign the BCO-10, list the legal name and all names used to solicit, and keep the certificate number with the payment record.
- Attach the applicable IRS return and the correct financial statements for the contribution range.
- Review the professional fundraising and solicitor questions against actual contracts and campaign activity.
- Update the contact person, email, principal address, and mailing address so reminders, certificates, and deficiency notices reach an active owner.
File online with a clean evidence trail
- Create or use the authorized Keystone Login account and link the charity to the user's dashboard.
- Select the BCO-10 renewal workflow and confirm the organization, certificate, and fiscal-year information before uploading documents.
- Use alphanumeric file names. The Bureau warns that special characters such as & + # @ can prevent the system from receiving documents.
- Submit the complete packet, pay the calculated fee, and save the confirmation and every uploaded file.
- Monitor for a deficiency or approval and save the new certificate. A portal receipt proves submission; the approved certificate proves the renewed registration period.
The Bureau also accepts registrations by USPS regular mail and says emailed filings are not permitted. Use the current agency page to confirm the available route before sending sensitive filing records.
